9 Phase Timeline
Phase 1: Restart & Planning
May 1 - May 15
- Receive guidance from New Jersey education officials on fall 2020 restart plans
- Establish University Restart Operations Committee (UROC)
- Establish Public Health Advisory working group
- Begin consulting with other state colleges and universities
- Research federal health and safety guidelines (from the Centers for Disease Control, Occupational Safety and Health Administration, etc.)
Phase 2: Risk Analysis
May 16 - May 30
- Perform risk assessment of all University facilities
- Develop modified occupancy plans for classrooms, residence halls, and work spaces
- Review and evaluate health & safety measures (according to CDC guidelines)
Phase 3: Planning
June 1 - June 15
- Commence with academic classroom analysis based on risk assessment and modified occupancy plans
- Commence with residential living alternative plans
- Commence with facilities and construction alteration planning
- Commence with procurement of health and safety equipment and supplies (custodial, PPE, materials, inventory)
Phase 4: Facilities, Health & Safety
June 16 - June 30
- Continue academic classroom analysis based on risk assessment and modified occupancy plans
- Phased return of essential employees in Facilities & Operations Division, including completion of health and safety training
- Commence with facilities alteration implementation; continue work throughout summer
- Commence with Event Services and Athletics risk assessment and planning
- Develop residential living protocols
- Prepare draft of final reopening plan for President and Cabinet
Phase 5: Administration & New Student Activities
July 1 - July 15
- Additional essential staff begin returning to campus in stages (starts week ofJuly 6)
- Continue faculty and staff training modules for health and safety
- Continue facility alterations
- Submit final reopening plan to President and Cabinet
- Evaluate testing and contact tracing options based on state guidelines

July 15 - July 30

Phase 7: Planning & Implementation

- Implement final planning stages for for return of students, including Welcome Weekend, Athletics, Event Services, and Student Affairs
- Staff training modules for health and safety
- Implement academic support, student business practices (Bursar, Registrar, Financial Aid)
Phase 8: Final Details
August 15 - August 31
- Contingency period to address continuance of fall semester preparation
- Enter final phases of reopening: students, faculty, and staff; Academics, Student Affairs, Residential Life, Athletics, Food Service, Bookstore, Transportation, Event Planning and Enrollment Management
Phase 9: Monitor Fall 2020 and Plan for Spring 2021
September 1 - December 31
- Continuance of adopted health and safety protocols throughout campus operations
- Adjustments based on feedback from campus community
- Apply learning principles to Spring 2021 planning efforts
